Introduction: Nowadays, studies show that much attention is paid to merit selection. For this reason, it is necessary to identify the factors affecting it so that solutions can be provided to improve merit selection. Therefore, according to the importance of the topic, the study has investigated the design of the merit selection model for primary school teachers. Methods: The method is qualitative that was conducted using a semi-structured interview. The participants are experts from faculty members, management specialists, and those involved in merit selection in 2021-2023. The sampling is qualitative and is done purposefully with the experts' network technique. 10 people have participated in the interview. Results: Based on the interviews, the results show that the factors influencing the merit selection of primary school teachers are: 1) Causal factors (social capital, specifying criteria and standards, the commitment of senior management, professional interview); 2) background factors (structure, culture, justice, and policy-making); 3) intervention factors (relationalism, non-transparent mechanism, lack of attention to meritocracy, lack of obligation to comply with laws); 4) strategies (having a vision, analysis of conditions, analysis of resources, monitoring, and evaluation), the components of merit selection (knowledge and awareness, skills and abilities, personality traits, professional ethics), and the consequences of merit selection (selection of meritorious people, matching the job with the employee; administrative health; increasing productivity; organizational excellence). Conclusion: Based on the findings, it can be said that many causal, interventional, and contextual factors and strategies affect the selection of primary teachers, which should be paid attention to.
